Bio Snapshot

Brooks Frazier grew up overseas while his father was with Gulf Oil exploring for hydrocarbons in Libya, Somalia, Ethiopia and South Korea. Following his father into Petroleum Geology, Brooks worked within the Baker Hughes drilling fluids product line for 17 years in the USA, Venezuela, Tunisia, Ecuador, Turkey, Russia and Germany. He left Baker Hughes to accept a position with Oiltools (Europe) Ltd. as Caspian Region Area Manager based in Kazakhstan. In 1999, Brooks started his own consulting business, Caspian Steppes LLC, lending his experience to companies entering the Caspian, Caucasus and Central Asian region markets.

To assist companies entering or further developing business in the emerging markets of the Caspian, Caucasus, Central Asia, and Turkey with services in business development, company representation, marketing and sales, project coordination and providing professional / technical services. An important component of this goal is to work closely with 100% local distributors and service companies to gain market share.

Provides consulting services to assist companies in development of business in emerging markets.
Provides business development consulting services to companies wishing to establish or broaden markets in the region. Services include: company representation, locating and assisting local agent / distributor options, identifying market activity focusing on new business opportunities, sales closure assistance, customer data bases, marketing surveys, facilitating face to face negotiations, pursuing tender/bid information, conference and exhibition representation, supervising registration procedures, and providing personnel and material sourcing to satisfy local requirements.

Accomplished business registration, licenses, work permits and developed local employees to meet the company goal to establish operations in the Caspian region. Supervised sales of specialty equipment to consortiums controlling large Caspian Sea operations. Conducted region wide market analysis, advanced business contacts, developed a local network, identified sales opportunities, promoted product lines and services for contracts valued at $2.4 M, initiated a plan and feasibility study for placement of a machine shop with projected $850k annual revenue. Supervised a guidance and mentoring program for local staff.

CAREER HIGHLIGHTS

Business Development: Instrumental in entering new markets and expanding the range of workable solutions for the customer via introduction of advanced technology products for extreme and harsh drilling environments, as well as unique service accomplishments such as creating a training center in Venezuela and establishing the first full-service support in Azerbaijan. These first time market penetrations made it possible to introduce other product lines leading to permanent and profitable presence in the areas. The success in Central Asia has been the creation of a selection of local distributor companies to sell and service products and services offered by Caspian Steppes clients. Experience in remote locations has promoted an understanding of cultural barriers, resulting in an ability to deal with delicate multi-cultural issues in a politically correct and effective manner.

Company Representative: Experience has been gained in Azerbaijan, Ecuador, Kazakhstan, Russia, Tunisia, Turkey and Venezuela. In this capacity, I have been responsible for managing local offices, reporting market and pricing information to corporate offices to assist in fiscal planning, concluding sales, marketing products, equipment and services, managing field service personnel, conducting strategic planning for business development, obtaining company registration and permits, developing extensive customer and governmental services network, identifying and motivating foreign nationals to move into key positions to satisfy local content demands.

Market Analysis: Developed and maintained extensive records of business activity, projects, people and political climate for all Caspian, Caucasus and Central Asian countries. Spoke at three international conferences describing the business climate in specific areas: 1) 26-Sep-03, International Oil and Gas Conference of Turkmenistan in Ashgabat, Turkmenistan. The talk was entitled "Future of International Cooperation Involving modern Technology". 2) 25-May-03, KPMG Global Energy Conference in Houston, Texas. The talk was entitled "M&A and Strategic Equity Investment Involving Russian Oil Companies". 3) 19-May-04, ECOLINKS, The Eurasian - American Partnership for Environmentally Sustainable Economies "Central Asia Environmental Business Mission & Matchmaker Conference" in Almaty, Kazakhstan. The talk covered topics relating to the business environment in Kazakhstan in the area of hydrocarbon exploration and production and the associated opportunities for environmental companies. Authored three Caspian region specific articles: 1) 28-May-01 issue, Oil and Gas Journal, "New Caspian Players Face Challenges; Rewards If Well-Informed". 2) May/June 2001 issue, International Offshore News, "What are the Keys to Successfully Establishing an Oil and Gas Business in the Region". 3) 05-Mar-01 issue, Oil and Gas Journal, Middle East Update special report, "Iran expands Middle East influence into Caspian Sea", by Dean Gaddy with my quotes and map contributions.

Proactive Organizer: Created local distributor companies in Kazakhstan, devised and implemented importation/warehousing arrangements with an operating oil company in Azerbaijan earning $1.7 M in new sales and allowing the oil company to maintain an inventory of products on hand. Developed a Venezuelan training center permitting new hires to be trained in-country saving over $250k annually in support costs. Interfaced positively with internal customers, i.e. engineers, management and staff throughout all departmental levels.
